Good Introduction to Current Hawthorne Studies

This little book is more of an introduction to topics in recent Hawthorne studies than it is an introduction to Hawthorne's work. It is NOT directed towards readers with little or no experience reading Hawthorne. The focus, rather, is placing Hawthorne's work in its own 19th century time and showing the influence of contemporary events and ideas on Hawthorne's writing. Person discusses all of Hawthorne's work, not just The Scarlet Letter. Highlights include a rich and full discussion of a sampling of the tales and a very informative tour through recent criticism beginning in the 1990's through our present time.

Don't get the idea, though, that Person's approach is dry. He does a fine job of appreciating Hawthorne's story-telling skills and making them speak to modern readers.

I really didn't care much for Hawthorne's work before reading this book. This little guide has given me renewed appreciation of The Scarlet Letter and some of the tales. My only caveat is that readers should have read The Scarlet Letter and some of the tales several times and struggled with them before reading this book. It is NOT (as before said) an entry-level introduction to Hawthorne's work but rather an intermediate-level discussion of current trends in Hawthorne studies.

About the Author
Steve Thorpe was a Senior Scholar at Trinity College, Cambridge, where he studied mathematics and fluid mechanics, his PhD being awarded in 1966. He then spent 20 years at the UK Institute of Oceanographic Science, before being appointed Professor of Oceanography at Southampton University in 1986. He has made laboratory experiments on internal waves and turbulent mixing, and has measured and developed instrumental and analytical methods for studying waves and mixing in lakes, as well as making seagoing studies of turbulence in the boundary layers of the deep ocean and shelf seas. Professor Thorpe was awarded the Walter Munk Award by the US Office of Naval Research and the Oceanography Society for his work on underwater acoustics, the Fridtjof Nansen medal of the European Geophysical Society for his fundamental experimental and theoretical contributions to the study of mixing and internal waves, and the Society's Golden Badge for introducing a scheme to assist young scientists. He became a Fellow of the Royal Society in 1991 and is now an Emeritus Professor at the University of Southampton and an Honorary Professor at the School of Ocean Sciences, Bangor.

A great and well documented account of turbulence and turbulent processes in the ocean. It privileges creating a solid understanding and intuition about how processes occur instead of loading its pages with the mathematical descriptions of the processes tmhemselves. It uses the mathematics strictly necessary to provide an accurate and solid understanding.

cannot get inside an animal's mind

The book gives a rigorous understanding on a scientific basis of how to train animals, which is a field traditionally dominated by anecdotes and ad hoc methodology. We see how by now there is a century of research on both the training and the understanding of animals. The subjects range from family pets like cats and dogs to pigs, horses, birds, primates and others.

One common element of frustration is that the book moves on the perimeter of a fundamental mystery. How does an animal perceive its surroundings? What is its consciousness? Of course, the problem comes back to humans too. The consciousness is a hard problem that is only now being tackled.

What this means in terms of the text is that the hundred years of testing animal intelligence and motivations is a very clumsy and limited field. We cannot yet get inside the animal's higher mind. So researchers have resorted to experiments covering simpler motives. Notably the search for food, as a non-harmful incentive to drive experiments.

Marc Morjé Howard is an Associate Professor of Government at Georgetown University. He is the author of The Weakness of Civil Society in Post-Communist Europe (Cambridge, 2003), an award-winning book, and he has published numerous articles in a wide array of academic journals.

Great Resource for Third-Country Nationals in the EU

As a third-country national living in the EU, I found Howard's book fascinating. It provided some much appreciated context around citizenship in EU countries - the history, the politics and how the requirements have changed over time (often for reasons that I found rather startling). The book is well organized with a good overview of citizenship in Europe and the impact of certain historical trends like colonialism and gradual democratization. In Part II he goes into more detail with country profiles (Liberal versus Restrictive EU countries and those in between). Anyone considering becoming a naturalized EU citizen will find this an excellent resource.

About the Author
C. Edwin Baker is the Nicholas F. Gallicchio Professor of Law at the University of Pennsylvania Law School and has been on the faculty at Penn since 1981. He also taught at NYU, Chicago, Cornell, Texas, Oregon, and Toledo law schools and at Harvard's Kennedy School of Government, and he was a staff attorney for the ACLU. He is the author of three earlier books: Media, Markets, and Democracy (Cambridge University Press, 2002), which won the 2002 McGannon Communications Policy Research Award; Advertising and a Democratic Press (1994); and Human Liberty and Freedom of Speech (1989). He has written more than fifty academic articles about free speech, equality, property, law and economics, jurisprudence, and the mass media, in addition to occasional popular commentary.

Concentrating on Concentration

This book is not for beginners, but will provide much more intellectual coverage of media ownership issues for any concerned activist influenced by the works of Ben Bagdikian, Robert McChesney, and the like. This book can also be seen as a more technical, but somewhat less illuminating, sequel to Beker's previous manifesto, the more expansive "Media, Markets, and Democracy." In this latest book, Baker advances a quite unique legal/economic analysis while zeroing in on specific matters of media ownership. Baker agrees with the critical media analysts who see trouble for democracy in the recent concentration of media, and here he goes beyond mere criticism into the deeper matters of law and economics that have caused the problem, and the legal and economic tools that could potentially solve the problem. The first chapter of this book is a fascinating economic analysis of the corporate media and its behavior, and why such trends are having measurable impacts on egalitarian democracy. The subsequent chapters debunk claims that media concentration is not really a problem, or a problem that will be easily corrected by free markets or the Internet. (Baker's analysis of the politicized and uncorroborated faith in mythical free markets is especially insightful.) Baker also provides in-depth coverage of the First Amendment issues of media ownership, and finally advances several fairly plausible policy solutions that are based on real legal precedents and feasible readings of the law.

Unfortunately, this book is not as strongly presented as Baker's previous works. Here the writing style is highly padded and repetitive, with excessive previews of upcoming sections and reviews of previous chapters. Another issue is occasional quantitative analyses that appear forced and awkward. Also, Baker builds much of his arguments by debunking other theorists, most notably Benjamin Compaine and to a lesser extent Bruce Owen, in a fashion that will probably lead to a ruinous intellectual arms race. This book will be most useful as a research supplement for those who have been influenced by Baker's established theoretical work on media patterns and the health of American democracy, especially the matters covered in this book's stronger predecessor. Seth G. Jones is Adjunct Professor in the Security Studies Program at Georgetown University and Political Scientist at the RAND Corporation. He is a distinguished scholar of European affairs, state-building operations and counterterrorism. Professor Jones was Europe Editor at The Christian Science Monitor, is a contributor to The New York Times, The Financial Times, and National Interest and has appeared on the BBC, CNN and other national and international television and radio programs.

Simplistic

This is an extraordinarily well-researched and neatly presented book, which convincingly illustrates the rise of European defense capabilities in the last two decades. The explanatory thesis, however, is just classic neo-realism: change in the international system has caused Europe to seek defense autonomy in order to compete with the United States. Jones consistently acknowledges the impossibility of ranking explanations, yet each chapter claims that the structural argument is the most convincing compared to domestic, institutionalist, and constructivist alternatives. The constructivist alternative explanation is particularly underdeveloped; Jones rejects constructivism because there is no way to empirically measure a change in European identity, but that is not the type of explanation constructivists would offer. There is no discussion of how the significance of structural anarchy could be measured, just an unstated assumption that European decision-makers are looking to systemic structure when developing policy. As in most structural realist work, the author's systemic level of analysis glosses over the unit-level 'reality' of what may actually be taking place. Thus, we have a thoroughly-researched, well-organized book with an overly-simplistic, limited theoretical explanation.

Another realist argument with the usual weaknesses, but at least it has decent data collection

Jones’ thoroughly researched book suffers from two significant weaknesses: the usual weaknesses inherent in arguing for structural theories as causes, and insufficient attention to research design in some aspects of the book.

First, structural theories in general lack microfoundations. They are about general pressures that states face. By definition, they do not provide reasons for specific actors taking specific actions; they merely provide predispositions and constraints on behavior. They argue as well that actors are effectively irrelevant: that all states in similar positions in the global hierarchy should have similar preferences, and therefore that individual leaders and substate interests are irrelevant to explaining security policy. Jones attempts to get around this by arguing that in security policy states are (or can be considered) unitary actors. This is to some extent plausible, but it assumes that no other actors are capable of having an influence on state actors and that the identity of leaders themselves does not matter. Significant evidence exists to the contrary on the latter point, especially regarding Blair’s decision to move forward with security cooperation at St. Malo. In the British case as well, private firms enjoy much more influence with the government than in most other corporatist or similar political economies; Jones glosses over these known differences without acknowledging them or providing sufficient evidence for his claims that firms weren’t important to the international collaboration decisions. To choose another pair of convenient examples, the dissention in the British Conservative party leading up to the Maastricht Treaty, and in the Labor Party leading up to St Malo, are also conveniently absent. If states were plausibly treated as unitary actors and billiard balls that would all respond the same no matter the leader, then we should see very little internal dissent on security issues especially. The omission of this information presents an unfair picture of the actual state of British politics during the critical period.

Second, insufficient attention is paid to research design issues. Yes, Jones avoids the “N of 1” problem, as he notes in Chapter 1. But what Jones does not do is establish clear coding rules or criteria for determining what constitutes a ‘case.’ The latter problem is particularly evident in the chapter on security institutions. It’s not clear why the creation of EPC constitutes an institution according to his own definition (p 58); this is particularly true if EPC was, as Jones claims, little more than a talking shop. It’s also not clear why the creation of CFSP is not treated as a separate observation from the later developments – for example, to create ESDP. By Jones’ own definition of an institution, Nice and Amsterdam (especially) should have constituted separate observations. By introducing new tools and issue areas, they very explicitly change (or introduce new) rules about how states are expected to behave. While there is some justification for stopping the selection of ‘observations’/cases after the creation of an institution (after the DV = 1, as in some type of implicit hazard/survival analysis), these cases could have shed a significant amount of light on the issue of how states cooperate (see below). They would, however, weaken the claim that structural changes are necessary since the international system did not continue to shift during the 1990s in a way that would explain the additional changes in his dependent variable. Case selection rules, here, or the lack thereof, clearly bias the results in favor of Jones’ core argument.

Jones could also have strengthened his argument considerably by extending it from simply predicting whether cooperation takes place to predicting what form it takes. Structural theories barely predict cooperation; in fact, most structural theories argue that cooperation, on the rare occasions that it occurs, should be minimally invasive and centered strictly on the achieving of obvious mutual gains in low-stakes issues. States should also evince significant concerns about partners’ possible defection from cooperation. Defection costs states the gains from cooperation as well as imposing a ‘sucker’s payoff’ incorporating a cost of constraining oneself in the cooperative behavior while the partner pursues his own private interest. One would think that in security cooperation these fears would be particularly salient. This entire line of (neo)realist theorizing about institutions and cooperation is fully absent from the book. Beyond the issue of cooperation on sanctioning, how did states ensure that firms collaborated and that the benefits were shared equally, and that the benefits accrued to them, the states, rather than solely to the private firms?

Finally, in a lesser issue, Jones omits several alternative possibilities that are more consistent with liberal theory. In addition to unilateralism, NATO, and a (new) European option, states had the option of revising existing institutions like the WEU and CSCE/OSCE. Failure to consider these options also weakens Jones’ argument by pitting unilateralism and bandwagoning against the highest hurdle, institutional creation.

Overall, for a structural argument this book is rather well done. If you MUST write a structuralist dissertation, you could do a lot worse than to model it on this book. It does, however, fall prey to a number of weaknesses in research design that weaken it significantly. If you’re going to use macro theories to explain meso behavior, or any other cross-level things, you’ve got a lot of risk of ecological fallacy and worse. These circumstances require paying vastly more attention to careful design than the average same-level analysis. A considerable amount of data collection went into this book, but all the data collection in the world won’t rescue a weak design.

Excellent Book

This is the best book on European security I have ever read. It is a bit academic, but is still eminently readable. Perhaps the most interesting part of the book is its argument that Europe is becoming a major competitor of the United States in the security realm. The evidence is much stronger than most people realize.
