About the Author
John N. Drobak earned Bachelor of Science degrees in electrical engineering and management science from the Massachusetts Institute of Technology. After earning his law degree from Stanford University in 1973, he clerked for the California Court of Appeals and then practiced law for five years in New Haven, Connecticut. He joined the law faculty at Washington University in 1979, where he served as Associate Dean from 1986 to 1990, and now holds appointments as the George Alexander Madill Professor of Law in the School of Law and also in the Department of Economics in Arts and Sciences. He is the director of the Center for Interdisciplinary Studies in the School of Law, a fellow in the Center in Political Economy in Arts and Sciences, and former co-director of the Business, Law, and Economics Center in the John M. Olin School of Business. In his pro bono work, he consulted with Vaclav Klaus, then Finance Minister of Czechoslovakia and now President of the Czech Republic, in connection with Czechoslovakia's voucher privatization of large government enterprises and with the Republic of Georgia in connection with the drafting of a new constitution.

About the Author
Dr Paul R. Verkuil is currently Professor of Law at Cardozo Law School, having formerly been the Dean of both Cardozo Law School and Tulane Law School. He is the President Emeritus of the College of William and Mary. He was a Special Master of the US Supreme Court in New Jersey v. New York. He is a leading scholar in administrative law and the author of over seventy articles on administrative, regulatory, and Constitutional law. He is the co-author of a leading treatise on administrative law and casebook in regulation and deregulation.

Excellent demolition of the case for privatisation

In this fascinating book, Paul Verkuil, Professor of Law at Cardozo Law School, Yeshiva University, examines the USA's shift from public government to private governance. Outsourcing rose by 86% between 2000 and 2005 and the value of non-competitive contracts rose by 115%, mainly due to the war on Iraq.

He examines the public/private distinction, constitutional governance, the limits of delegation, contract theory, and structural reforms. He uses constitutional, statutory, administrative and contractual sources and work in delegation theory and transactions cost analysis.

Under the US Constitution, the people is the sovereign power, delegating its powers to the three branches of the state, executive, legislature and judiciary, which are supposed to be agents of the people. But delegating sovereign powers to private hands undermines the state's capacity to govern. Outsourcing political decisions threatens the democratic principle of accountability.

Verkuil looks at the private military, private disaster relief, private border control, private prisons and private police. He argues that the planning and execution of responses to disasters are core government duties. He notes that after 9/11, Congress voted to `deprivatise' airport security, over Bush's opposition. Private security firms had treated security as a cost-control item, forcing down the quality of services. He notes, "In Europe, the preference for public sector solutions has been trumped by a higher principle congenial both to community integration and the world of privatization." Why higher?

Privatisation does not improve performance: research shows that professional civil servants manage better than political appointees, but then better performance is only the politicians' claim, not privatisation's real aim. Its real aim is to maximise profit - which Verkuil manages not to see, writing, "Outsourcing in the face of both accountability and efficiency objections is inexplicable."

He concludes that the use of contractors to displace functions normally performed by government officials is a danger to democracy, and so should be curtailed. We need to secure and preserve public values and oppose the current unprecedented delegation of powers to private firms.

Succinct Indictment of Outsourcing

Dr. Verkuil, who's book is subtitled Why Privatization of Government Functions Threatens Democracy and What We Can Do About It, is very interesting perspective on this evolving field of government policy. Throughout this slim (less than 200 page) volume he presents many instances where Outsourcing has gone too far into the essential tasks which should be reserved to the Federal Executive, but have slowly crept into the hands of contractors. Beginning with the Iran-Contra scandal, Verkuil traces the evolution of the private military and other contracting expansion through Bush I, Clinton, and Bush II administrations.
The chapters concentrate on specific places where practice or law has caused an erosion in governmental control; Transportation Security, Public-Private boundaries, and Contracting legal theory are just three areas of concentration. A theme running throughout the text is the concept that "The People" possess and provide the foundations upon which governance is built. He repeated returns to the idea that the nation needs to be aware of, alert to, and take action against this threat to democracy. In doing so he makes a number of very valid points;
* The federal government has not grown in a thoughtful and guided manner. The establishment of the Department of Homeland Security, where contractors equal or exceed federal employees, is an example of contracting gone too far.
* The use of contractors makes lines of responsibility and accountability blur or disappear. Who does a prisoner tortured by a contractor sue for war crimes reparations?
* The hollowing out of the federal government, especially in senior leadership roles, has left us with a less loyal and reliable government. The ranks of the Senior Executive Services have not changed noticeably in 40 years, while our federal budget has ballooned to over 8 times its size, adjusted for inflation, during the same period.
The conclusion, Wherein the Principle Instructs Her Agents, is a thoughtful incitement for action to the Executive, Legislative, and Judicial branches of government. While I may disagree with some of the vitriol now popularly slung around the A-76 (Competitive Sourcing) program, I largely agree with the conclusions of the author and commend this book to those involved in Multi-Sector Workforce Management.

About the Author
Dr. Ron Sun is Professor of Cognitive Science at Rensselaer Polytechnic Institute. A well-known researcher in the field of cognitive science, Sun explores the fundamental structure of the human mind and aims for the synthesis of many interesting intellectual ideas into one coherent model of cognition. The goal is to form a generic cognitive architecture that captures a variety of cognitive processes in a unified way and thus to provide unified explanations for a wide range of cognitive data. The perfect introduction to Cognitive Modeling

I recently used this book to TA a class, and it is a great, well-rounded introduction to cognitive modeling. It begins with a chapter for each of the main types of modeling, then shows how these models can be used to model different effects. I may be biased, knowing some of the authors, but the author selection was great for this book, and a lot of external papers that were referenced were very useful.

Superb

Even if one is not a professional musician, music theory can still hold a particular fascination for anyone who is curious about the organization behind music, its physical foundations, and its composition. This book gives an overview of its history through the eyes of academic experts and is sure to please any reader who desires such a summary without getting into the details. Several references accompany each article for those readers who need more in-depth discussion. This reviewer was mainly interested in the mathematical and physical foundations of music theory, and so read only two articles in the book. The review will be confined to these articles therefore.

The article entitled "Music Theory and Mathematics" written by Catherine Nolan naturally begins with a discussion of the Pythagorean influence and its going beyond merely numerical ratios to sophisticated mathematical models incorporating geometry, combinatorics, and algebra. And although the author does not give discuss it, the Pythagorean and neo-Pythagorean influence has found its way into efforts to automate musical composition in the field of artificial intelligence. These efforts have yielded impressive results, and have produced musical pieces that are definitely satisfying to the human ear. The author though gives a highly interesting discussion of the developments over the centuries since the days of the Pythagoreans, particularly the influence of the advances in both physics and mathematics. This was especially true in the seventeenth century, where physics really began to take off, and offered a more realistic foundation for musical theory. There are many other gems to be found in this article, where the reader for example will read about the contributions of Gioseffo Zarlino, the Italian musical theorist and composer who in 1558 extended the Pythagorean `tetractys' to what he called the `senario' and which provided in his view a theoretical justification for the imperfect consonances. The reader will also be exposed to the use of combinatorics to build musical compositions, such that when carried to extreme where are possibilities are considered, one obtains according to the author compositions that go beyond the usual harmonic and melodic syntax. Mersenne's table of possible melodies from 1 to 22 notes is illustrated is illustrated in this article. One also encounters the use of modular arithmetic in the equal temperament scale. The most interesting discussion though in this article is the one David Lewin's use of transformation theory in defining what he calls the `generalized interval system' and `transformation network' The author points to the Lewin musical models as giving an uncountable(!) number of conceivable musical spaces available to music theorists.

Another very interesting article in the book is the one entitled "The Role of Harmonics in the Scientific Revolution" by Penelope Gouk. At first glance one might think that this article is written from the odd "postmodern" viewpoint that to a large extent still permeates historical criticism. It is not however, and the author details a fascinating account of the impact of `harmonics' in the scientific revolution of the sixteenth and seventeenth centuries. Most interesting is her assertion that the application of mathematics before the seventeenth century was thought of as `natural magic', which is defined as essentially the use of "occult" forces to bring about changes or effects. Natural magic is to be distinguished from "demonic" magic that makes use of immaterial and intelligent beings or "demons." Thus the phenomenon of "sympathetic resonance" between two bodies was integrated into the new experimental sciences. Readers will remember that Isaac Newton was severely criticized for his universal theory of gravitation due to the belief by some at the time that it's action-at-a-distance property had an "occult" quality to it. But the physics of vibrating strings was developed in due time, and this along with the reaction of Enlightenment philosophers against any traces of the "occult" in experimental science was a reason for the acceptance of harmonics as reasonable and scientific. Extreme views of sympathy were elaborated however proposed, one due to Robert Fludd and discussed by the author in this article. Parts of the universe he thought were "sympathetically interrelated" with actions in one part having influence on another. It is fascinating to contemplate in retrospect that the physical behavior of the pendulum and the vibrating string held so much sway in the minds of philosophers, scientists, and mystics. This continues to this day of course, but in a much more elaborate manner, going by the name of string theory. Any vestiges of the occult are not present in any modern physical theory, and action-at-a-distance has been essentially replaced by the curvature-of-spacetime paradigm of Albert Einstein. Very loosely speaking however, the combination of the (quantized) vibrating string and the Einstein notion of gravity as being curvature of spacetime is what string theory is all about. Harmonics in this sense is therefore alive and well and is deeply integrated into the physics community at the present time.

It's well worth the price!

This book is a very important and useful survey of all major areas of western music theory, including both its history, and current state of things.

Surely it is a bit pricey, but it is a treasury of information and is necessary, I think, to every researcher in the field of music theory and related (interdisciplinary) areas. It also covers psychology of music, and methodology of teaching music. Every chapter tries to give a complete, if brief, overview of the subject, and bibliography is simply great. You won't regret buying it!

The chapter titles are a good summary of its contents: basics of computer organization, software design, data structures, design for testing and debugging, global vs. local optimization, memory bugs and leaks, Unix tools, and so on. The writing is clear (though more diagrams wouldn't have done any harm), and the case studies at the end are well thought out. The authors clearly know their intended audience well."

not bad for an introduction

I think this book is a good introduction to writing good/better scientific programs. It seems so very much is left out of courses, and people are left to their own devices in terms of learning how to write good, robust, and fast programs. This book is a mix of numerical analysis, programming techniques, and an explanation of hardware from the programmer's standpoint- all three things are necessary for writing good (and fast) scientific programs. I know how deep the rabbit hole goes in each of these areas, so I can strongly recommend this book as a good introduction into each for engineers/chemists/physicists that are learning how to write scientific programs. For more about hardware, try the 'write great code' series Write Great Code: Volume 1: Understanding the Machine. For more on numerical analysis, there are many good books, such as Scientific Computing.

This isn't a cookbook for writing the best scientific programs. Sure, there are a few examples, but the underlying principles are what to take away. Despite all my experience, I learned a few tips. I have to say, this book would be better if the authors 1) didn't plug their program at every turn, 2) sat down and narrowed the scope of the book/chapters and critically asked themselves what a given example brings to the discussion, and 3) didn't try to be experts on programming languages. Don't read too deeply into the example implementations. C is my language of choice- I can call them out on many things. I know enough fortran to raise eyebrows at some of the content. The proofreader and technical editor need to be shot- typos and blatant errors are rampant throughout the book (seriously- run spell checker before you hit the "print" button).

Useful material along with (too) many errors and some omissions

"Writing Scientific Software: A guide to good style" is a niche book by Suely Oliveira and David Stewart, who are professors (of computer science and mathematics, respectively) at the University of Iowa. This volume covers a multitude of coding, computer organization, and tool-related issues in connection with scientific programming. It is rounded out by two somewhat extended design examples, one in Fortran and one in C++.

The Good: Oliveira and Stewart provide a nice introduction to the IEEE floating-point standard, as well as wider issues having to do with numerical accuracy and stability. They also include a lot of material on coding and design, using Fortran 90/2003, C, and C++. They show a modicum of Java, though this doesn't seem to serve much of a purpose (they could have included Python instead, see below). Given that they address a community which to a large extent still interacts with Fortran 77, the authors should be commended for advocating fundamental things like avoiding global variables, knowing how to allocate memory dynamically, and using object-oriented as well as generic programming. Similarly, they introduce a number of lessons learned in mainstream software engineering on the importance of good and up-to-date documentation, as well as on the significance of testing. A strong point of the book is a (somewhat scattered) collection of useful tricks. A few examples: on numerical accuracy: add terms in a Taylor series in reverse order (p. 41); on Unix tools: use grep or sed to produce external documentation (p. 81); on debugging: use the __LINE__ macro and also print out the addresses associated with pointers, checking for null values or repeated values, or values that are too close together (pp. 121, 123); on architecture-related issues: avoid if statements inside short inner loops (p. 162). (Of course, the material on architecture and efficiency is far from timeless: even though the book was published in 2006, the authors refer to 64-bit CPUs as to a thing of the future.) Most of the positive aspects of the book are not ground-breaking, but they weren't supposed to be: this is intended as a condensation of knowledge and experience in the areas of numerics, coding, and computer architecture. Covering all that in under 300 pages -- which means that one can read this book cover-to-cover in a short amount of time -- is nothing to sneeze at.

The Bad: the authors provide a list of errata on their website, but these barely scratch the surface. In too many places, the English is awkward (to say the least). A few examples: "Suppose that you are wanting [sic] to solve an ordinary differential equations [sic]" (p. 39); "The most natural way of handling the environment problem goes to object-oriented languages." [?] (p. 103); "Many discrete algorithms do not have efficient algorithms." (p. 152). The uncatalogued errors extend beyond language issues: there are many technical inaccuracies, though it's difficult to tell where the typos end and the true mistakes begin. Here are a few examples, all taken from Part II: the authors fail to distinguish between Fortran subroutines and functions (p. 49); they say that writing *b++ = *a++ is obscure (p. 62), though this is a common idiom in C; they imply that Java's classes predate Fortran's derived data types (p. 90); they think they're overriding a const pure virtual function with a non-const member function (p. 105); they engage in bad programming practice by showing a function defined in a friend declaration (pp. 110-111); they assume that using the inline keyword will inline a function (p. 112), though in reality the keyword is just a request to the compiler; they show a linear combination of C++ and Java and call it C++ (pp. 143-144). On a different note, the authors leave out a number of things: for example, the boost libraries are mentioned only in passing, so there's nothing on multi_array, or on boost (soon to be std::) array, etc. In the whole book, the authors devote one sentence to Python (p. 230). Finally, given that this is a text on scientific software I was surprised by the fact that it contains essentially no mention of multithreading or distributed memory programming.

The people who would have the most to gain by reading this book are probably beginning graduate students, but it is precisely the readers who lack much experience that would have been better served by a more accurate text. (A final example: section 12.8 is called "Basic Linear Algebra Software (BLAS)". By section 16.2, "Software" has morphed into "Subroutines". Both are wrong, however: the "S" in BLAS stands for "Subprograms".) In a nutshell, I think that this volume deserves four stars for its overall choice of material and the authors' generally good advice, and two stars for its slipshod production quality. Overall, three stars.

Writing Scientific Software: A Guide to Good Style provides college-level audiences studying computer technical writing with a clear guide to writing numerical software. Tips are geared to real-world challenges and scenarios and include plenty of examples, so students learn how to write efficient, workable software, test it for bugs and performance, and more. Examples are provided in Fortran 90, C++ and Java throughout and offer plenty of detail on common scenarios, pitfalls, and the elements of sold scientific software production. A top pick for college libraries.
